Allow downloading of earlier versions of JPS2RIN

From the Changelog page for JPS2RIN, please consider adding links to those earlier versions of JPS2RIN.

Having a previous version of JPS2RIN that was known to not create issues for OPUS submissions would be most helpful indeed for testing and for providing feedback for its developers.

Hi Kelly, latest and stable jps2rin is still available at http://www.javad.com/jgnss/products/software/jps2rin.html
jps4rin is beta version suitable for RINEX v.4.x. In the meantime with --opus option it would convert to OPUS friendly RINEX.

FYI & FWIW - I did hear back from Joe Evjen at NGS yesterday:

We understand OPUS to handle any and all subversions of RINEX2 and RINEX3.
If that proves false, or if there is a better way to describe that on the about page, I would be happy to make the change. </joe>
