Error in software...

I have a file, that runs about 5 miles x 6 miles. It has over 5000 coords. It has a localize in it. There is a 7.3 foot bust in it. It seems that the attachment, of the 2 points, where the localize is attached, came apart, for a while. Then, Javad installed some sort of a sequence to look for this and fix it. So, Now it seems it fixed itself. I have over 80 base occupations in this area, with about 15 or so base sites. So, now about 1/2 way through this file, I find the office coords differ by 7.3 feet.
What happened, is I clicked the localize button (Coord System), and it spent some time, and said "updated localize due to coords have changed".
So, IF you have a localize, and you load an old file, press that localize button, (Coord System) to discover and confirm that they are properly attached.
Now, this file was started in the LS over 5 yrs ago. and has been through all the software changes.
I will be spending a couple days, to uncover the extents of my liability.
Suggest:
Put a sequence into the software, that checks to see that things have not "Fallen apart", upon startup, and puts a splash on the screen that fixes it.
Have I gotten it wrong? I am making educated guesses here. I am NOT privy to what all is going on in the LS.
Now, I am thinking about HOW to fix this. Is it in the MIDDLE of a survey?
It's serious enough, that this is important to all of us.
As best as I can tell, about 100 coordinates have been affected.
I am not sure of that. I will have to carefully update the coords in the Carlson file. The extents of this problem are not totally contained yet.
Anyway, check things.

OK, I've dug into it. It looks like the SPC on about 120 points moved about 7.4'. For the most part, I am confident of this part. I exported the coords out of Carlson, into the LS with a NEW file. (So they are all design points now) and then set up the base, and took shots on about 20 of the base sites, for this area.
This helped.
Then, I found ANOTHER goof up, on a point I used Reverse Shift. It seems that about 25 points are affected by it.
I have made a 1347 page PDF on this job. I'd like a little description of What all I see on the PDF print out. I think I am going to be able to solve this, but it's kinda tedious to figure out some of this.
The screen shots from the PDF are very useful. I'll eventually get to the bottom of this.
