Reverse Shift, and RTPK, and coord source selection

I went to this job yesterday, that was started several years ago. It has several base sites. Some base sites are on one side the hill, some on the other. Just one base site is ON THE HILL. It was GONE. After considering, I set a NEW base site, about 10' from the old Hilltop site. Then, I used 1-Local, or M Local, or Reverse Shift, to Back the coord in.
This brings up a question about M-local. Can we set a new base site, (As I did) and then take sideshots on 2, 5, or 10 other points, and use M-Local to STATISTICALLY back this coord in? Meaning, I get a page with residuals, so that I can do what is in localize, holding HORIZONTAL, and VERTICAL, Holding HORIZONTAL only, Vertical only, or check?
It REALLY should be able to do this. If it can do this, I don't really know how. IF It cannot, that's the direction I feel we should be moving.
OK, back to my story...

Then, I worked all day. A Serious downpour came and drenched us. But, that is another subject.
I got home, and DPOSED it.
During this job, there was a problem. ALL the RTPK points were about 0.25' WEST of the RTK points. (Except a few wild ones)
I figured I'd solve this problem when I got home.
There are 2 issues on the table, at this point.
ONE, is: It seems that I will have to do some sort of Work-Around. That does not allow fluency, in selecting Base to Rover, RTK, or RTPK.
TWO, is: It needs to be simplified, and made to work easily.
