T3 Base with Topcon VR Rover

What are the best radio settings to make these two receivers work together. I can get the topcon to receive the radio signal from the T3, but it seems very weak. The signal strength jumps around from 30% to 70% and it seems to drop out entirely and then come back. I also have an external arwest radio for the T3 that does the same thing. Its works great when I make the topcon a base using the external radio and the T3 as a rover.

Are you connecting the external uhf radio antenna to the T3? When you use the external radio are you selecting external base radio in the communications settings in base rover?

The external radio is connected to the T3 via bluetooth. I am controlling it through JMT and have it set to use the external radio. I get the same result on the topcon receiver when using either the internal or the external radio on the T3.
