Problem starting UHF on the fly

Does enabling correction services on the fly not work anymore? I started a project using TCP corrections and found I was in a place with spotty cell signal, so I tried to start UHF corrections without stopping the base. The remote base screen just says "Waiting...". I checked all the UHF settings, tried pressing "Apply To Rover". Still doesn't work. The "Ok" under the transmit icon is missing. The little waves on the transmit icon are blue, but I can verify with the UHF scanner on my other LS that nothing is being transmitted.

If I stop and re-start the base with both UHF and TCP selected, either will work just fine.
If I start the base with both UHF and TCP selected, I can turn UHF corrections off and then back on. That works as it should.
I tried starting the base with just UHF and starting TCP on the fly. That works too.
It just won't start UHF on the fly if the base wasn't started with UHF. When I start the base with UHF, there is a long "Modem Enabling..." routine that is missing when I start UHF on the fly.

I have a T3 base with internal 1W UHF radio. I tried clearing NVRAM on the base.
