Topcon SRL-35

I have a Topcon SRL-35 set up to broadcast RTCM3 corrections using the following settings:
Protocol: Satel 3AS
Modulation: 4FSK
FEC: ON
Channel Frequency : 464.55000
Channel Spacing/Bandwidth: 12.5KHz
Power: 10w
The receiver is pushing out RTCM3 MSM4

I can't seem to get the LS+ to receive data using the same settings. The signal is coming in weak at 50-60% at 500 feet away, no float, no fix.
I have a Topcon VR and Carlson BRX7 that work fine with the SRL-35 so I know it is not an issue with the radio.
