I've got an error in my T-LS, of around 0.30' between RTK and RTPK

It showed up on a job, several yrs ago, RIGHT AFTER RTPK came out. I completed that job, I told the then team about it. They knew about it, and apparently addressed it, and fixed it. It did not show up later.
HOWEVER
I opened this job, and did another job from this file yesterday. THERE IT IS again. HOWEVER, I now believe that the RTPK is correct, and rtk is not.
So, I'm curious, have any of you addressed this?
and, another problem in this file, is that RTK Phase 1 is also REFUSING to go to Phase 2.
I'm working on this.
