Reference observations are not available at the moment.

This evening I sent data to DPOS using the online portal. After processing, I got the following notice "Reference observations are not available at the moment." I assume that this message means that the CORS data is not yet available. Am I correct? Second Question - Now what do I do? I don't see a re-submit option. What am I missing?

I believe just dpos it again.
Re dpos is related to obtaining more precise ephemeris data, via re doing, several days, or a week, or 2 later.

So - that means that I must recreate the DPOS session and upload everything again? Isn't there an icon or button that just tells the software to try again?

I don't know of one... And what I said, is how I do it.
Some cors stations seem to data stream... It's available almost immediately, and others are delayed.
So, this aspect is a variable... As cors stations upgrade, and such, maybe someday they will all be instantly available.
Sure beats traversing,,,
